Call to Order – Chairman, Downtown Chattanooga Alliance – Todd Phillips


Approval of Minutes –Chairman, Downtown Chattanooga Alliance – Todd Phillips


  • Approval of the February 18, 2026 Board of Directors Minutes - Motion to approve by Darrin Ledford, seconded by Susan Harris. Motion passed.

  • Approval of the March 25, 2026 Executive Committee Members. Motion to approve by Susan Harris, seconded by Todd Phillips. Motion passed. 


DCA Business Chairman, Downtown Chattanooga Alliance – Todd Phillips 


  • Approval of Purchasing and Procurement Policy DCA (Motion to approve the purchasing and procurement policy – Motion to approve by Darrin Ledford, Second by Sam Berry.) Motion passed. 

  • Election of New Officer

    • Board of Directors –

      • Kyle Bryant (Executive Committee, Board of Directors, Finance Chairman)
        Motion to add Kyle Bryant to the board. Real estate owner in the district. Motion to approve made by Brandy Burgans, motion seconded by Darrin Ledford. Motion passed.

  • Election of New Finance Committee Officers

    • Captain Montgomery (nominated)

    • Sam Berry (nominated)

    • Kyle Bryant (nominated)

    • Todd Phillips (current)

    • Darrin Ledford (current)
      Motion to approve three new members to the 2026/2027 Finance Committee made by Susan Harris, seconded by Darrin Ledford. Motion passed. 

  • DCA Business – update by Steve Brookes

    • Upcoming projects include security cameras (camera and technology research for sites, etc) and gate for Cooper’s Ally which are funded by the State Safety Grant – Downtown Safety Grant from the State of Tennessee.)

    • DTSG money will now be used for funding the Homeward Bound program

    • New bike officer will be added

    • Reminder that Spanish team will be Downtown starting in May


Finance Committee UpdateTreasurer, Downtown Chattanooga Alliance – Gordon Stalans


  • Budget overview: Collections are on track

  • Review of DCA assessment waiver applications will be scheduled for next month

  • FYE 2027 Budget – Beginning July 1, will be presented at the June meeting


Executive Director UpdateExecutive Director, Downtown Chattanooga Alliance – Steve Brookes


  • Executive Directors Report

    • More foot traffic downtown

    • Small increase in incidents – actively working to engage with unhoused individuals and new faces

    • Landscaping has started to go in this week, and updating will be done by the end of April

    • New “A”s in Chattanooga sign will be installed on April 24
