2024 Performance Evaluation

The BID ordinance has a ten-year window and calls for the DCA board to determine whether the

BID “should continue in existence or pursue dissolution.”

The ordinance also provides:
On the fifth (5th) anniversary of the formation of the Downtown CBID, the CBID Board will

complete a formal evaluation to determine whether the service and assessment methods are

consistent with the needs of the District. Pursuant to T.C.A. § 7-84-529, the Downtown CBID

may be dissolved upon written petition of owners holding seventy-five percent (75%) of the

assessed value and fifty percent (50%) of the Owners of record.


It is to this latter end that the Downtown Chattanooga Alliance board conducted a study to

determine current opinions and perceptions about the BID’s effectiveness in order to provide an

informed evaluation of its effectiveness when on the occasion of its fifth anniversary comes

around later this year.
