Finance Committee Meeting

February 11, 2025 – 10:00am

Location: 715 Market St, 2 nd Floor Conference Room

1. Call to Order

Gordon Stalans, Treasurer of the DCA, called the meeting to order. Finance Committee members attending

were Councilman Darrin Ledford & John Clark. Finance Committee member Todd Phillips submitted his

recommendations via phone. Also present was Steve Brookes, Executive Director of the DCA. Jordan Pierce,

CFO, YMCA of Metropolitan Chattanooga. Kelly Allen Q Strategies.

2. Review of Reduced or Waived DCA Assessment Applications

The Finance Committee reviewed the applications from the United Way and YMCA for reduced of waived

DCA assessments for 2024.

The committee will recommend the DCA Board of Directors waive 100% of the United Way Assessment for

2024. The DCA Board of Directors will vote on this recommendation during the February 19 st Board of

Directors meeting.

The committee will recommend the DCA Board of Directors waive 90% of the YMCA’s Assessment for 2024.

The DCA Board of Directors will vote on this recommendation during the February 19 st Board of Directors

meeting.

3. Forecast of 2024 Budget

Gordon Stalans, Treasurer of the DCA, provided an update to the committee regarding the forecasted budget for

the remainder of fiscal year 2024. Mr. Stalans stated the DCA is on track to finish the year on budget.

4. 2025 Budget

The Finance Committee reviewed a draft budget for fiscal year 2025. The discussion centered around a

balanced budget.

5. Review of Past Due Assessments

The Finance Committee reviewed the past due assessments for 2023. A discussion centered around contracting

with O’Shaughnessy & Carter to begin collections on the past due amounts. The committee will recommend the

DCA Board of Directors vote on this recommendation during the February 2025 Board of Directors meeting.
